AECOM 与无锡蠡湖的合作历程跨越了二十载。2000年代初，AECOM 曾参与无锡蠡湖公园和其周边新城的总体规划，其时项目旨在为无锡市树立新的形象，并开发蠡湖的价值与活力，带动片区发展。
此后，蠡湖公园的“渤公岛-蠡湖之光”，因湖边椰林下的晚霞浪漫场景，受到人们的喜爱，在社媒上被称为“无锡小三亚”。标志性的百米高喷景点，亦成为许多无锡市民日常休闲、饭后散步的优选之地。
现今，蠡湖景区正面临更具生态效益的水环境、更显城市文化特色的品牌性、更完善的旅游服务和更活力的公共生活空间的社会期待。在此时代发展的需求下，AECOM再次参与了蠡湖环湖景区提升工作，以水为核心，还湖于民，营造面向未来的可持续发展的高质量滨水空间，延续助力建设更美好蠡湖之缘。

AECOM’s involvement in the development of Li Lake (or ‘Lihu’) has spanned over two decades. In the early 2000s, AECOM participated in the master planning of Li Lake Parklands and the surrounding new city area, aiming to establish a new image for Wuxi and unlock the value and vibrancy of Li Lake to drive regional development.
Since then, the “Bogong Island – Light of Li Lake” in Li Lake Parklands has become beloved by the public, with its romantic sunsets beneath the palm trees by the lake, earning the nickname “Little Sanya of Wuxi” on social media. The iconic 100-meter-high water fountain has also become a preferred spot for Wuxi residents for daily leisure and evening walks.
Today, Li Lake Scenic Area is expected to become a more ecologically beneficial water environment and a stronger urban cultural brand that will provide improved tourism services and create a more vibrant public space. In response to these evolving needs, AECOM has once again become involved in enhancing the scenic area around Li Lake, focusing on water as the core element, as well as returning the lake to the people, and creating a future-oriented, high-quality sustainable waterfront space. This continues AECOM’s longstanding commitment to building a more beautiful Li Lake.

Wuxi’s waterfront public spaces for the future

蠡湖是无锡最重要的城市内湖，是城市不可多得的水生态资源。AECOM以ESG可持续发展理念（Environment环境、Social社会与Governance治理）为引领，以现状问题为抓手，以构建“富有包容度和在地特色的滨水公共空间” 、“健康安全和生物多样的优质亲水环境” 和 “智慧服务和科技治理的未来城市水岸”为目标，制定了务实的提升实施路径，构架了蠡湖“一湖、三环、五道、八景”的总体空间改造格局，力求将环蠡湖景区提升为无锡的一张崭新的“山水人文名片”。

Li Lake is the city’s most important lake and a rare ecological water resource. Guided by ESG principles (Environment, Social, and Governance), AECOM had addressed the existing issues and set practical improvement paths to construct an “inclusive and locally distinctive waterfront public space,” “a high-quality, healthy, safe, and biodiverse waterside environment,” and “a smart service and technology-driven future urban waterfront.” The plan outlines a comprehensive spatial renovation with the “One Lake, Three Rings, Five Roads, Eight Scenic Spots” framework, aiming to transform the Li Lake Scenic Area into a new “landscape and cultural landmark” for Wuxi.

Bogong Island: An eco-lakeshore

2024年4月，项目的启动区段——西蠡湖的渤公岛段向公众开放；5月，无锡蠡湖生态设计节在蠡湖渤公岛开幕。作为活动场所，渤公岛呈现出一派洋溢活力的绿色场景，展现了AECOM所希望筑就的生态环境与人文空间可持续运营的美好城市公共空间，也体现出生态设计节所提倡的人、城、自然和谐共存共荣生态。

In April 2024, the project’s first section the Bogong Island segment of West Li Lake — opened to the public. In May, the Wuxi Li Lake Eco-Design Festival was launched on Bogong Island. As the event venue, Bogong Island showcased a vibrant green landscape, embodying AECOM’s vision of a sustainable urban public space that harmonizes ecological environments with human culture. The island also reflected the eco-friendly principles of the design festival, promoting coexistence and prosperity between people, the city, and nature.

活力焕新蠡湖畔，惠民、活城
Rejuvenating the vibrancy of Li Lake for people and city

项目团队以人为本地将城市活动与自然环境渗透融合，升级环蠡湖区域总体空间质量与配套设施，为所在区域带来积极的社会效益：一方面，打造更富包容性、鼓励社会参与的水岸环境，以期激活社区活力；另一方面，通过精细化景观空间设计，促使环境资产的高效利用，回馈城市的发展。AECOM提出多元友好环的总体策略，打造集全龄友好、骑行友好和儿童友好的精品环线和精致节点。该环线具备无锡文化内涵的体现、丰富的环线人文体验、完善的配套服务设施，可为全龄人群提供多样的游休憩功能和亲水场所，立足“重现风貌、重塑功能”，以满足人们对环蠡湖空间环境更高品质的需求。

The project team integrated urban activities with the natural environment to upgrade the overall spatial quality and supporting facilities around Li Lake, delivering positive social impacts for the region. On one hand, the goal is to create an inclusive waterfront environment that encourages community participation and revitalizes neighborhood vitality. On the other hand, through refined landscape design, the project maximizes the efficient use of environmental assets to give back to the city’s development.　AECOM proposed a ‘multi-friendly rings’ strategy, creating premium circuits and refined nodes that are friendly for all ages, cyclists, and children. These routes reflect Wuxi’s cultural heritage, offer diverse cultural experiences, and provide a full range of service facilities. They cater to all ages, providing varied recreational and waterside experiences, aiming to “restore the landscape and redefine functionality,” meeting the public’s demand for higher-quality spaces around Li Lake.

项目团队重新梳理现状步道体系，改造渤公岛段步行道、慢跑道结合的独特风景。优化提升后的两侧植栽景观和全新的景观设施，将原来的普通园路焕新为充满生机与新时代品质感、既宜步行也宜慢跑的舒适休闲环境。

The project team restructured the existing pathway system, transforming the Bogong Island section’s walking and jogging paths into scenic routes. The newly enhanced landscaping and facilities along both sides have revitalized the previously ordinary park roads into vibrant, modern spaces, perfect for walking and jogging in a comfortable and leisure-friendly environment.

除此之外， AECOM始终关注各个年龄段的活动需求，并将之融于空间的设计中。项目团队结合渤公湖的环境特色，打造适幼活动环与适老活动环，为不同人群创造量身定制的活动体验，旨在为全龄人群提供友好公共休闲空间。

In addition, AECOM has always paid close attention to the activity needs of all age groups and incorporated these needs into the spatial design. The project team, taking into account the unique environmental features of Bogong Lake, created activity loops specifically designed for children and seniors, providing tailored experiences for different groups and aiming to offer a friendly public leisure space for people of all ages.

在水岸杉林下，针对地被植物生长不佳的区域铺设松鳞，并利用现场倒伏的乔木，以少干预、低影响的方式，打造适合儿童活动的杉林游戏场。同时，将原本使用率不高的篮球场改造为适合幼儿活动的空间。
Under the lakeside redwood forest, in areas where ground cover plants do not thrive, pine bark was laid down, and fallen trees were repurposed to create a children’s play area in a minimally invasive and low-impact way. The original basketball court, which had low usage, was transformed into a space suitable for younger children’s activities.

对于原本存有安全隐患的水上栈道，项目团队选用耐候材料翻新栏杆、补植荷花提升植物风貌、焕新茶舍立面以恢复其功能、突出其位于鸥鹭岛鸟类栖地的环境特色，营造出可供观鸟、赏荷、品茗的适老活动空间。同时，项目团队基于ESG可持续经营的理念进行空间的规划设计，旨在通过精细化景观空间设计，联动湖区腹地可运营资源，利用策划运营盘活并整合环湖存量低效空间，将其转化为湖区的可运营的价值要素，助力环湖景区的可持续发展。

As for the previously hazardous waterside boardwalk, the project team used weather-resistant materials to renovate the railings, planted additional lotuses to enhance the plant scenery, and refreshed the tea house facade to restore its function. This also highlighted the tea house’s unique location in the bird habitat on Oulu Island, creating an ideal space for the elderly to enjoy birdwatching, lotus viewing, and tea tasting.　At the same time, the project team, guided by ESG principles for sustainable operations, focused on the spatial design to link the operational resources of the lake’s hinterland. Through refined landscape design and strategic planning, the team revitalized and integrated the underutilized spaces around the lake, transforming them into valuable operational assets, thereby promoting the sustainable development of the scenic area.

AECOM first identified and reserved spaces within Li Lake to accommodate international events. During the design process, we also considered the diverse possibilities for hosting year-round local and international leisure and tourism activities for all ages. The aim was to create a local, all-weather urban festival experience and foster open, accessible spaces that encourage social interaction.
We believe that in the near future, this place will become a gathering center for local residents, business people, and tourists alike, where they can be close to Li culture, contemporary art, and the natural landscape of mountains, lakes, and rivers around the clock. It will shape a new era for Wuxi’s cultural experience that is suitable for living, working, and traveling.

海绵复育新生境，净水、共生
Sponge city demonstration: Water purification and human-nature coexistence

我们从构筑“水陆环境高质量示范地”出发，基于张渤治水历史典故，延续远古治水文化，再现现代海绵建设皇冠上的明珠。在项目中融合海绵城市建设，聚焦流域系统治理，以双链体系建立“雨水收集—缓冲消纳—水质净化”路径，以“点-线-面”三级海绵架构全面铺设海绵设施，打造水清、岸绿、景美的翡翠绿链滨水景观空间，塑造不仅自身可持续且具有环境综合整治工程示范效应的城市生态载体。

Inspired by the historical water management legend of Zhang Bogong, the project integrates sponge city principles, focusing on watershed governance. Through a dual-chain system, it establishes a “rainwater collection-buffer absorption-water purification” pathway. The design includes sponge facilities along key nodes to enhance the scenic and ecological benefits.

要构筑一座将功能和景观性结合统一的海绵城市公园，海绵设施的建设方式至关重要。渤公岛段海绵设施的设计，正是基于对场地要素的分析，结合渤公岛的场地地形、自然资源和原有设施等，将海绵设施布置在具有典型功能的节点场景，使其高效发挥景观与生态作用。

To create a park that combines sponge city functions with scenic beauty, the integration of sponge facilities is crucial. The design of the sponge facilities at Bogong Island is based on an analysis of the site’s elements, including its terrain, natural resources, and existing facilities. The sponge facilities are strategically positioned in key areas with specific functions, allowing them to effectively serve both aesthetic and ecological purposes.

除此之外，我们认为人与自然共生的前提是，人们需要了解自然、懂得如何维护自然。因此，项目团队希望通过设置在渤公岛各处的生态科普设施，让身在自然的人们在互动体验中体认海绵城市的建设、生态系统的循环。

Furthermore, we believe that for humans and nature to coexist harmoniously, it is essential for people to understand and maintain our natural environment. Therefore, the project team has installed ecological education facilities throughout Bogong Island, enabling visitors to interactively experience the sponge city features and the ecosystem’s cycles.

科技赋能绿色运维，高效、前瞻
Technology-empowered operations: Efficient and forward-looking

以蠡湖的历史人文为底、以科技为蠡湖未来之色，环蠡湖滨水空间应既彰显环境本身之美，也朝向可持续的未来。AECOM向客户提出智慧化管理的理念，融合数字技术治理城市水岸，践行未来科技城的创新发展精神，利用技术提升蠡湖总体环境治理效率和品质。我们与客户及合作方将这一理念在项目实际建设中深化落实。渤公岛段开放之时，已引入以数字孪生为基底的AI哨兵系统，通过实时监测人流变化、联通停车数据、联动公园设施状态、监测生态环境，有效提升景区的管理效率和服务能力，推动景区向智能化、精细化管理方向发展，为游客和市民提供更体贴高效的体验。未来，该系统还将逐步完善，包括对空气质量、水质、土壤酸碱度等生态因子和公园内生物类群的记录和分析，通过智慧技术科学地预测并维护生态；同时还将逐步拓展至环蠡湖全区范围。

With a foundation rooted in Li Lake’s historical and cultural heritage and a future focused on sustainability, the waterfront space must showcase environmental beauty and embrace a sustainable future. AECOM introduced the concept of smart management, integrating digital technology into urban waterfront governance. This innovation elevates the overall environmental management efficiency and quality of Li Lake.　When Bogong Island opened, a digital twin-based AI sentinel system was implemented, enabling real-time monitoring of foot traffic, parking, park facilities, and environmental conditions. This system effectively improves the management efficiency and service capabilities of the scenic area, advancing its development toward intelligent and refined management, offering a more personalized and efficient experience for visitors and residents alike. Looking ahead, the system will be progressively enhanced. It will encompass the monitoring and analysis of ecological factors such as air quality, water quality, and soil pH levels, as well as the biodiversity within the park. By leveraging smart technologies, we aim to scientifically predict and maintain the ecosystem’s health, extending our reach to the whole Li Lake Scenic Area.

无锡环蠡湖的未来建设规划，将以西、中、东蠡湖的六大区块为蓝图，通过分阶段的持续建设，逐步实现一个多维度、多功能的现代城市空间。西蠡湖的城市水岸区将展现城市与自然的和谐共生，中蠡湖的古园新话区和湿地生态区将传统与现代、生态保护与城市发展巧妙融合，中蠡湖社区休闲区则将与东蠡湖的文艺荟萃区、全龄活动区为市民提供丰富的文化生活和休闲空间选择。

AECOM也将持续推动片区的逐步建成，助力环蠡湖成为激活城市公共生活发展的重要引擎，在丰富市民精神文化生活的同时，带动所在区域经济发展，提升城市文化软实力。这不仅是无锡的一次城市更新，更是对城市未来的一次深远规划。

Li Lake will be built into a multi-dimensional, multi-functional modern urban space through phased stages. West Li Lake, which links to the city, will show the harmonious coexistence of city and nature, while the gardens and wetlands in Central Li Lake will show how tradition and modernity, ecological protection and urban development can be integrated. Middle and East Li Lake will provide citizens with rich cultural life and leisure space options.
As the Bogong Island section becomes integrated into the daily lives of Wuxi’s citizens, AECOM will continue to serve the area’s development. Our efforts will be directed towards making Li Lake a vital catalyst for the city’s public life, enriching the cultural and spiritual lives of its people, while simultaneously stimulating regional economic growth and enhancing the city’s cultural influence.
